Grocers and convenience stores had sales fall after the government halted benefits on Nov. 1.
SNAP recipients redeemed $96 billion in benefits last year. Prior to the pause, convenience and grocery stores made up the majority of SNAP retailers, but recipients spent more purchases -- and spent larger amounts -- at chain stores and supermarkets.
